ISO 50001 2018 revision

Earlier this week, the International Standard for Energy Management Systems (EnMS), ISO 50001 was given its official reboot through the launch of the 2018 revision; updating the 2011 issue. Organisations with existing ISO 50001 certifications have up to three years to transfer to the new standard. Whereas, businesses seeking energy management accreditation for the first time can progress directly with the 2018 version.

The ISO 50001 standard is an internationally recognised framework for the supply, use and consumption of energy in all types of organisations. As well as the direct benefits of saving energy, if you have an ISO 50001 energy management system that’s certified by an approved certification body and covers all your energy use, this can count as your company’s compliance route to Article 8 of the EU Energy Efficiency Directive (Energy Savings Opportunity Scheme- ESOS – in the UK) .

The revision follows similar recent updates to other standards including ISO 9001:2015, and ISO 14001:2015, to include common terms, definitions and structures to provide a high level of compatibility across the ISO suite of standards.

The main changes in the 2018 revision include:

  • Adoption of “high level structure” and common terminology already reworked into ISO 9001:2015 and ISO 14001:2015
  • Stronger focus of the role of top management and leadership engagement
  • More clarity on definitions, including “energy performance improvement”
  • Greater emphasis on risk-based approaches to improving energy performance
  • Clarification on exclusions of energy types
  • Clarification of energy performance indicator (EnPI) and energy baseline (EnB) text to provide a better understanding of these concepts.

GRESB 2018 Top Tips

1. Get an EMS

An Environmental Management System (EMS) is an organisation-level framework for the review, evaluation, and improvement of environmental performance. When aligned with the ISO 14001 standard, an EMS is immediately worth 2.5 points on the GRESB survey. Furthermore, an EMS helps you plan and direct environmental action to areas of the business where it will have the biggest effect, which will in turn generate further GRESB points. 2. Data Data Data!

The methods for data collection and the extent of data coverage are huge elements of your final GRESB score, so getting a well-organised process in place is crucial for good performance. Table 1 summarises where data matters in the GRESB survey and how EVORA can help:

3. Get Audited

Conducting technical building assessments is a great way to improve environmental performance, and another opportunity to rack up GRESB points. GRESB does not fully disclose the scoring system for the technical building assessment question, but by analysing client data we have developed a strong understanding of the scoring model used in the 2017 survey, based on the percentage coverage (by lettable area) where audits have been completed:

Whilst the overall question is scored out of 4.5, each category of assessment has its own limit to the points that can be achieved, and is then subdivided into four scoring categories based on portfolio coverage.

An important point to note is that we found no instances where a portfolio had some coverage but scored no points. This means an assessment of any type conducted anywhere, even on the smallest of assets, will immediately get you GRESB points.

Furthermore, such assessments actively seek to identify opportunities for efficiency improvements. These opportunities not only helps you to save on utility bills, but can improve your scores on GRESB Questions 17 and 18, which relate directly to the implementation of energy and water efficiency measures. 4. Get Certified

With a global average score of just 46, the Certification & Energy Ratings section is the GRESB aspect where there is most room for improvement. It is also something we know all about here at EVORA.

The scoring for Question 30 (regarding green building certificates) is a little complex, but essentially the portfolio coverage of New Construction and Operational certificates are benchmarked against that of other entities in your region within each GRESB property type, and you end up with a score for each property type of either 2, 4, 6, 8, or 10. All the scores are then weighted based on Gross Asset Value, and combined into a final question score out of 10. The key take-away is that there are real opportunities to pick up lots of points here. This is because the current low level of certification in real estate portfolios worldwide means that the benchmarking procedure used bottom-loads the scoring. As a result, even small amounts of certification coverage in your portfolio can score well, particularly if you have a combination of both New Construction and Operational certificates. Figure 3 focuses specifically on New Construction certificates amongst European offices, a particularly well certified property type, and shows that less than 50% certification coverage would have scored 8 out of 10 for this property type in GRESB 2017. Other property types benchmark even lower, so require even less coverage to rack up points.

Changes for the 2018 survey

Legal Update: Heat Network Regulations

The Department for Business, Energy & Industrial Strategy (BEIS) has confirmed that no regulatory action will be taken for non-compliance with key requirements set out in the Heat Network (Metering and Billing) Regulations 2014; namely, in relation to ‘heat suppliers’ testing whether it is cost-effective to fit heat meters in multi-occupancy buildings, and where appropriate, fitting them by 31 December 2016.  However, it must also be noted that the remaining requirements in the regulations are unaffected (for example in relation to installation of heat meters at newly constructed buildings).

BEIS does, however, intend to launch a public consultation on a new cost effectiveness tool and accompanying regulatory amendments in early 2017.

About the Heat Network Regulations

A heat supplier obligated under the regulations is defined as a person (or organisation) who supplies and charges for the supply of heating, cooling or hot water to a final customer, through either communal heating or a district heating network.

Whoever is supplying the end user with heat is classed as a heat supplier. This includes the supply of heat as part of a package – i.e. through a service contract. The contract does not need to explicitly mention the supply of heat. Shared / multi-let offices and shopping centres where heating and/or chilled water is provided to more than one tenant in a building are identified as obligated examples within the guidance document.


Heat suppliers were required to notify the National Measurement Office of the existence of heat networks by 31st December 2015.

In addition to notification, heat suppliers were required to test whether it is cost-effective to fit heat meters in multi-occupancy buildings, and where appropriate, fit them by 31 December 2016.

Regulatory Update

The cost effectiveness tool is currently being revised by the department for Business, Energy and Industrial Strategy (BEIS). Therefore, pending the revision of the tool it is advised that no further assessments should be undertaken.

“The Financial Conduct Authority (FCA) has confirmed that it would not be appropriate for them (the FCA) to impose fines or other disciplinary measures in respect of a breach of the requirement within the heat network (metering and billing) regulations 2014 (as amended), that certain heat suppliers must test whether it is cost-effective to fit heat meters in multi-occupancy buildings, and where appropriate, fit them by 31 December 2016.”

“Furthermore, it is unlikely that the FCA would take other regulatory action (where a heat supplier was separately regulated by the FCA) if the only non-compliance was in relation to the requirement to test for and fit meters where cost effective. As such, it is not considered necessary for a heat supplier to inform the FCA if it has been unable to meet this requirement.”

What next?

Following a planned public consultation, BEIS intend to launch the new cost effectiveness tool and accompanying regulatory amendments later in 2017.
